Washington, D.C.- Today, Congressman Francis Rooney issued the following statement regarding the Diversity Visa lottery system that allowed New York City radical Islamic terrorist attacker Sayfullo Saipov to enter the United States.


“The Diversity Visa lottery system threatens our national security. The lottery chooses random green card applicants to gain entry to our country, and fails to properly vet individuals. The dangerous Diversity Visa lottery must be replaced by a merit-based visa system to reward those who have earned the right to become citizens instead of choosing random applicants. I am proud to be a co-sponsor of the House version of the RAISE Act which eliminates the Diversity system and will seek to prevent terrorists like Sayfullo Saipov from entering our country.”


Congressman Rooney is an original co-sponsor of H.R. 3775, the Immigration in the National Interest Act of 2017 (RAISE Act), which was introduced in the House of Representatives in September. In addition to replacing the Diversity Visa lottery, the bill would spur economic growth and help raise working Americans’ wages by ending chain migration, giving priority to the most skilled immigrants from around the world, and reducing overall immigration by half.
