Life is a precious gift and as a proud father of three great kids, one grandson and one granddaughter, I am 100% pro-life. With today's technology you can actually see a baby move and grow from the very early stages. It is hard for me to comprehend how anyone could deny it is a living soul. Approximately 1 million abortions are performed in the U.S. every year, which is an inexcusable moral failure of our society. While I served as U.S. Ambassador to the Holy See, I helped promote a culture of life from conception to natural death, and I will continue to do the same while serving as a U.S. Representative in Congress.
I will never cease to fight this assault on innocent human life. This is why I am proud to have co-sponsored H.R. 7, the No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2017. Not one dime of taxpayer money should be used to fund abortions. H.R. 7 accomplishes this by providing a permanent prohibition of taxpayer money being used to fund abortions. The law codifies existing bans on federal funding for abortions, such as the Hyde Amendment, which bans taxpayer funds for abortion but must be added to an appropriations bill every year to remain as law. H.R. 7 is a good start in protecting life, but our work is far from finished and I will continue to fight for the rights of the unborn. H.R. 7 passed the House by a vote of 238-183Congressman Francis Rooney voted in favor of H.R. 36, the Pain-Capable Unborn Child Protection Act. The Congressman is a cosponsor of this legislation, which restricts abortions 20 weeks or more after fertilization. Specifically, H.R. 36 establishes criminal penalties for any person who performs or attempts an abortion on a baby after the 20-week mark. In addition, this bill provides exceptions to save the life of the mother, and in the case of rape or incest. H.R. 36 passed the House by a vote of 237-189
